Gospl — Admin / Org Chart Management API 0.1.0-draft

Admin-only write API for the org chart. Gospl masters the reporting line (decided 2026-06-10); this is where it is maintained by manual entry. Reads of the graph (direct reports, chain) live in the platform identity API; this contract is the write/management side. Authored by Claude. See specs/admin/org-chart.md. All endpoints require the admin role (PR-06) and are tenant-scoped. Shared schemas (UserRef) are owned by contracts/_platform/identity.yaml. OPEN: people_team vs admin-only · single vs multiple roots · user lifecycle (directory concern, not here).
